Governor Declares Loser-Pays Bill an Emergency; House to Debate Saturday Top
The Texas House plans to debate on Saturday an omnibus civil justice reform bill that includes loser-pays and meritless-suit dismissal provisions, after Gov. Rick Perry declared the bill an emergency on Thursday night. The bill is now on the House's emergency calendar after debate came to a screeching halt Thursday, because Democrats alleged procedural points of order to try to derail the bill.
